Randy McKinney called the meeting to order at 2000. Roll was called with the following members present:

Randy began the meeting with updating everyone that Mac Morgan could not be present due to an illness with his father. Randy asks everyone to keep Mac and his family in their thoughts and prayers.
The minutes from the previous meeting was handed out and the floor was open for discussion. Motion was made by Andy Osborne that the minutes be accepted as written. Second by Benny Davis and approved by membership.
Larry Pugh stated that he had now received the checkbook from Dave Cook and had placed the records in Quicken. Larry stated that there was $7,217.65 in the checking account and an additional $2,000.00 for the LAST Conference. This brings the total to $9,217.65 in the account now. Larry also stated that $460.00 of the textbook reimbursement program for this budget year has been issued. A total of $2300.00 has been reimbursed since we started the program.
Randy McKinney reported that the committee had submitted a new addition. Same was handed out and explained to the members present. The floor was open for discussion. Benny Davis stated he liked the proposal with exception to the requirement for liability insurance. Several members present expressed their concerns also about the liability insurance mainly due to the cost. Larry and Randy reported that there were several different avenues out there for obtaining insurance. Alex Auten was ask to obtain insurance availability from several different vendors and report back to the membership at the next meeting. Suggestion from Jeff Cardwell was to have a representative from a providing insurance agency to attend the next meeting so questions could be ask from the members regarding types and cost of insurance. This recommendation from Cardwell was changed to a motion with a second from Alex Auten. All approved. Larry stated that these additions to the by-laws could be placed on the agenda for the next meeting and then voted on by the membership. Ken will place proposal on the website for everyone to review.
Mike Guzo reported that all parties from NCEM had signed the agreement and they were awaiting the signatures from the council. Highlights were read by Guzo but memo was not read in full. Ken will put the MOA on the website for everyone to review and we can discuss and vote on the MOA at the next meeting
Larry reported that a draft had been given out at the last meeting in Asheboro. He explained that the conference would be held September 14-16, 2001 at Camp Caraway in Asheboro, North Carolina. The cost will be $85.00 and this will include registration, meals, and lodging. The campground will also be open, but the price will remain at $85.00, even if you camp. Larry and Ken advised that the brochure would be out in the next couple of weeks, and it would also be on the website. Larry stated he was working on the $55.00 out of state registration with the community college. The discussion of possible vendors was mentioned. Larry reported that the camp had allowed this in the past and would allow it this time. Vendors could be staged in the gym. The floor was open for fees for the vendors. Alex Auten recommended $100.00 plus meals as a starting price. Several members thought this was not enough and there were various discussions to the amount. Steve Foster recommended that we not micro-manage. He suggested that Larry work with the vendors and come up with a fair price and recommends the council accept it. All present agreed that Larry should set the price for the vendors.. This was made into a motion from Benny Davis and second by Alex Auten. All approved
Randy McKinney thanked everyone for their attendance and help at the exercise. Through the help of the Western Branch of Emergency Management, the council, the attendees, and all his staff, this exercise was a success. Benny Davis stated he would like to thank Burke County and all the team members for a great exercise.
Craig Bannerman announced that the WNC SAR Exercise would be held in Buncombe County next year. The exact location has not been set yet, but welcomed everyone to attend. Randy re-enforced this suggestion and stated he credited a lot of the success of this exercise to the planning meetings that was held, and suggested the same for the next exercise. Randy stated that his staff and himself would be available to assist in any way they could.
Larry Pugh reminded everyone that the textbook reimbursement had been reinstated. He suggested that instructors reserve their money as soon as possible. Larry also reminded everyone that the reimbursement was for the party who had paid for the books. If the team paid, then the team could be reimbursed, but the money is for the team members if they had paid for the books.
Jeff Cardwell reminded everyone that there would be a FUNSAR Course in April in Bryson City at the Great Smokies National Park. Motel would be paid by NCEM. Jeff also reminded that there was a FUNSAR in April in Asheboro also.
There was no further business with a motion to close the meeting was made by Benny Davis. Second by Ken Anthony. All approved. Floor was open for discussion for the location of the next meeting in May. Ken Anthony suggested the meeting be held in Burke County. Everyone agreed. The meeting was set for May 6, 2001 at 1400 hours at the Burke County EOC.
Meeting was adjourned at 2130 hours.
