Minutes From Meeting

 

September 15, 2001

Camp Caraway Conference Center - Asheboro, North Carolina

 

 

Randy McKinney called the meeting to order at 2000 hours. A moment of silence was observed for the victims lost in the tragic terrorism event on September 11, 2001. Roll was called with the following members present:

Randy began the meeting with updating everyone that Larry Pugh had to leave due to an emergency illness with his father. Other Officers present were Alex Auten and Ken Anthony.

 

The minutes from the previous meeting was handed out and the floor was open for discussion. Motion was made by Alex Auten that the minutes be accepted as written. Second by Benny Davis and approved by membership.

 

Treasurer

Larry could not be and a detailed report was not given. Larry had reported to Ken that all was going well with the LAST Conference and the Council should do well.

 

OLD BUSINESS

 

By-Laws

Randy stated that the council has appointed a by-laws committee to review the current by-laws and make recommendations. Randy stated that the committee had met informally and some areas had been fine-tuned. Bryan Smith reported that nothing had been deleted from the bylaws. This copy was in draft form and was noted on the copies. Bryan named several areas that had the changes made and opened the floor for discussion. Several members had ideas and were noted by Bryan. Bryan is to complete the final draft of the bylaws and then it will be submitted on the web page for your review in the member’s section. Anyone wishing to make recommendations please submit them to Bryan and all changes will be brought to the Council at the next meeting. Randy commended Bryan for the committee’s hard work

 

K-9 Committee Update

Benny Davis was present and reported that the committee had met and reviewed NASAR K9 Standards, in an effort of developing a standard for NC SAR Council to recommend. A copy of the draft standard was given out for everyone to review. These standards would be generic and would be flexible for each team to adapt and use as they see fit. Christy Judah has the draft on disk and will e-mail to Ken next week to be placed on the members section of the web page. Anyone with comments or suggestions, please submit to Benny Davis after reviewing.

 

LAST Conference

Randy again reminded everyone that Larry was called away due to an emergency with his father. Randy reported that a few attendees and instructors had been lost due to the attacks on US and the deployment of some local personnel. Randy reported that somewhere around 110 attendees were present at the conference and all seemed to be going well. Randolph County SAR was commended for the hard work and long hours spent preparing for the conference. There are a few LAST T-shirts still available if anyone has not purchased one.

NASAR SAR 2002
Everyone was informed that the International SAR Conference sponsored by NASAR is coming to North Carolina in May 2002. The dates are May 30 – June 2, 2002. This is the first time the conference has been to North Carolina since the early 90’s Randy reported. He stated that a committee had been assembled of the NC SAR Council, Charlotte FD, NC Emergency Management, and NC Office of EMS to co-sponsor the event. Alex auten reported that the recent events at the WTC had prompted a possible change in some of the key speakers for the conference. Alex advised the committee was to contact some of the key players in the Incident Command of the Terrorism Event at New York and hoped to have them to speak. Alex would update everyone as the committee found out information. Alex advised this was the only change from the original format for the conference. He advised the USAR track would be in place and loaded heavily with information. Alex reported that the hotel and location was great with a variety of activities in the area. We are trying to really draw NC folks into the conference and everyone was invited to attend. Mylea Wade from NASAR was present and advised that any NC SAR Council Member could register at any time for the conference for only $150.00. Mylea ask that you place NCSAR Council on your registration. Bruce Keever recommended that the council set up a booth and maybe sell t-shirts. Randy agreed and assigned Bruce to head up this endeavor. Anyone wishing to provide input can contact Alex or Randy.

 

Web Page

Ken requested to know if everyone was familiar with the members section username and password. If you needed to be issued the username and password, see him after the meeting. Ken has renewed the domain name and web page is good for an additional year. Some changes have been made. Ken opened the floor for any questions concerning the page and placed a request for any training that needed to be added. There was no discussion.

 

New Business

 

New Member

Randy McKinney advised everyone that according to the current bylaws, all new members were to go in front of a membership committee. A committee of Randy McKinney, Craig Bannerman, and Ken Anthony met with Mitchell County K9 after the last council meeting. Ken Anthony was asking to report on that meeting. The meeting was held at the Burke County EOC and the following items were presented and were on file with the secretary of the council: Current roster of all members, copy of minutes showing adoption of NCSAR Council Training Standards, proof of insurance for the team and members, and a structured format for maintaining personnel training records. Ken reported that all items were present and it was evident hat Mitchell K9 was a well-structured team. Ken Anthony recommended that Mitchell County K9 be accepted as a member in good standing after submitting all required documents and filing them with the council. Randy McKinney opened the floor for discussion. Mac Morgan requested to know if the team submitted proof of being tax exempt. Randy advised Mac that this was not one of the requirements in the bylaws. There was no other discussion and the floor was opened for a motion. Motion was made by Randy Webb and second by Orval Banks to accept Mitchell County K9. Approved by membership present.

Council T-Shirts
Randy made sure everyone was aware of the council t-shirts and hats that were for sale at the conference. Randy advised everyone that the council was going to place them on the website for sale with the following prices; t-shirts 10.00, polo shirts 20.00, and ball caps 15.00. Each order would be charged a single $5.00 shipping fee no matter what the size of the order. There will be online ordering forms on the website in the next week

Textbook Reimbursement
Ken Anthony reported that the textbook and certification reimbursements was still in place. The guidelines are $20.00 for each book and $20.00 for SAR TECH I and II Certification Exams. The reimbursement would be for ISAR, ADSAR, FUNSAR, and MLPI.. It was stressed that everyone should update his or her team roster on the online form in order to receive his or her reimbursement. If a team member is not on the list, they will not be reimbursed. The instructor of the course will need to submit a list of names stating completion of the course along with addresses for reimbursement. Ken is going to update the web page with the guidelines in the next week.

 

Floor Open For New Additional Business

 

Craig Bannerman reported that the WNC SAR Exercise 2002 would be held in Buncombe County. The proposed dates are March 20-24, 2002. The cost of the exercise will be per day, which will include camping, meals, and registration. If you are staying in a motel, the price will be the same. Anyone with input for the exercise needs to contact Craig. The web page will be updated as soon as the information is complete.

 

Ray Lewis requested everyone to remember Joe Minney in their thoughts and prayers. His wife had recently undergone open-heart surgery.

 

There was no further business with a motion to close the meeting was made by Dave Carter. Second by Benny Davis. All approved. The next meeting will be February 24, 2002 at the NC State EOC in Raleigh. Mike Guzzo stated he would send Ken direction to the EOC to be placed on the website.

 

Meeting was adjourned at 2125 hours.
