May 27, 2000
Larry Pugh called the meeting to order at 1330
hours. Ken Anthony called the Roll with the following teams present:

The minutes from the previous meeting was read with a motion by Mac Morgan and second by Roger Williams that they be accepted as written. Approved by members.
Dave Cook was not present but Larry Pugh had been
given the report. Larry reported that total funds as of this date were $
6971.93 including textbook reimbursement. Of the original textbook
reimbursement fund, $660.00 remains available with $60.00 reserved for Snow
Camp Fire & Rescue’s FUNSAR. There are no remaining debts outstanding.

Ken Anthony reported that he still needed to have
several teams complete the resource directory form. They could print it off the
web and fax it to his office. Ken advised there would be a guest book available
on the page soon. Ken reported that he would be taking all the boxes off the
home page and would be adding a bulletin board for all announcements. Also
added was the NCSARAC membership application. A new member could print it off
and mail it in with the payment. By the time we have our next LAST Conference,
Ken stated he would be able to do online applications. All teams were polled
for input on what to add to the web. It was suggested that we add a “ For Sale
“ page so teams could sell items not wanted or someone could post equipment to
be given away for someone in need.
Ken had a new brochure for everyone to look at. He
stated if anyone wanted to add anything, he would be happy to edit the
brochure. The brochure was in color and Ken had plans to add some photos.
Everyone agreed that the brochure was a great addition and there would be some
available for all teams to hand out. Ken stated he would add the brochure to the
web page so new members could read what the council was all about.
Digital Camera
Ken had located a digital camera with high quality, but it exceeds the old
approved amount by $30.00. Motion was made by Mac Morgan to increase the amount
to $430.00 and the motion received a second by Roger Williams
Larry reported that Stokes County had submitted
their dues and Larry had received $50.00 from Rutherford County SAR making them
the 17th team to join the council. Ken reported that he had mailed
an application to Rowan County Rescue and to Avery County also
Larry Pugh stated that he received in writing from
Dave Cook some suggestions for the instructor fees for the exercise. Dave was
recommending that all council member instructors receive $20.00 per hour and
others receive $30.00 per hour. Motion was made by Mac Morgan that all instate
instructors be paid $20.00 per hour and all out of state instructors be paid
$30.00. Motion received a second by Ken Anthony and it was approved by all
members present. The exercise schedule was discussed and Larry invited anyone
having input to let him know. Steve Foster was assisting the council with the
scheduling of instructors. Discussion was brought up about the price for the
exercise. Larry reported that there would be tent camping available but no
hook-ups for campers. Anyone not wanting to tent camp can stay at local motels
which are close. Motion was made by Ken Anthony to set the price of the
exercise to $50.00 and this would include everything. Motion received a second
by Roger Williams. Same was approved by members present.
Mac Morgan reported that very little input had been
received by council members. He reminded everyone to send in his or her
suggestions. Also Mac stated anyone wishing to join the committee was welcome
to attend.
Larry reported we are still out of order for our
elections. Larry stated that according to the by-laws that each officer could
serve two 2-year terms. Officers are to be elected in September and take office
in February of the following year. Larry stated that he would recommend an
amendment in September for a one-time change to get the elections back on
track.
Larry appointed Bruce Keever to the committee and
would appoint the other member at a later date.
No Other Old Business
All items of the budget were read and discussed as
for their purpose. Motion was made by Mac Morgan to accept the budget as submitted.
Motion received a second by Roger Williams. All members present approved.
Training Standard for Council Supported Exercises
Larry had received a letter from Dave Cook stating
that he did not think a minimum training standard for the western exercise in
Burke was appropriate. He felt that a description of the type activity in the
promotion would be helpful. ( weather, terrain, mission length) Ken is discuss
this with Randy McKinney and same would be discussed at the next meeting
Ken Anthony reported from Burke County that Randy
McKinney stated the SAR Exercise for Burke in the spring would be March 21-25,
2001. Randy also stated that the Extended Medical Exercise would be held a week
later this year in November. The dates are November 9,10,11,and 12, 2000.
Mac Morgan reported that there would be a mock
search overnight exercise held on October 7 & 8, 2000 at Camp Bonner in
Lumberton, NC.
Larry reported that a long lost friend of the SAR
Community had passed away. Don Horneker passed away on May 15th
after complications after surgery. His wishes in place of a funeral were to
have all his friends gather in a social gathering. A date would be announced at
a later date. Everyone please keep Don’s wife Nancy in his or her thoughts and
prayers.
Motion to close the meeting by Mac Morgan and second
by Ken Anthony. Voting members approved and meeting was closed. The next
meeting will be at the fall exercise in Lumberton on September 9th,
2000.
